Lose the battle; win the war

For the environment, there’s not much to look forward to in the Commonwealth of Virginia.

Nationally, however, the Obama administration is moving forward with federal regulation of smog, fly ash, and CO2 emissions (the latter will increase pressure for cap-and-trade legislation).
